The ocean of the 90s
The three simultaneous series of the 90s (Punisher vol.2#1-104,Punisher War Journal#1-80,Punisher War Zone#1-41) represent more than 225 numbers available between 0.50 and 2 euros each. Quality is inconsistent but some bows are excellent. The numbers of Jim Lee, John Romita Jr. and Mike Zeck are the most sought after but remain under 5 euros.

The Punisher is literally the king of dollar bins. Every convention, every comic book exchange, every specialty store has stacks of Punisher issues from the 90s. It's common to find lots of 50-100 issues for 30-50 euros. This is the ideal character to build a large collection at a low cost.

With 40-60 euros, aim for the complete MAX run of Garth Ennis (60 numbers). By intelligently purchasing in batches of 10-20 issues on eBay or at conventions, you can assemble the run for less than 1 euro per issue on average. It's one of the best possible reading investments in American comics.
Alternative at 25 euros: the TPB MAX “In the Beginning” + “Kitchen Irish” + “The Slavers” cover the first three arcs (18 issues) for minimal investment and exceptional narrative quality. Each volume can be found second-hand for between 6 and 10 euros.
Modern keys under 20 euros
Punisher #1(2022, Jason Aaron) relaunches the character as a priest of the Hand and is under 5 euros. This controversial but narratively ambitious run could become an object of curiosity over time.Punisher War Journal #1(2007, Fraction) is under 6 euros and launches an excellent run of 26 issues.Punisher: Soviet #1(2019, Ennis, Black Label) is a return of Ennis to the character for less than 5 euros.
